The well believed theory is that Universal simply wanted to upgrade and bring a new better experience to the guests. The Hulk will receive all new trains as well and my guess is the new track and trains will do alot to adress the noise of the coaster operating. Maybe this would eliminate the metal detectors after the work is done? It is in a prime location afterall. The ride is 16 years old. Is that the expected life cycle of a roller coaster?
